Desalination turns seawater into drinking water, which sounds like an answer to any shortage. The process is reliable and no longer prohibitively expensive, but it consumes far more energy than moving or treating fresh water, so the water it produces is only as clean as the electricity behind it. A plant supplied by a gas power station solves a water problem by adding to a climate one. Cities in dry regions with abundant solar power are therefore the natural candidates.
