Keeping a dog in a flat is perfectly possible, but it requires planning rather than enthusiasm. Small dogs are generally easier, because they need less room to move about, although even the smallest dog has to be taken outside several times a day whatever the weather. Owners who work long hours frequently arrange for a neighbour to let the animal out at midday. A dog left entirely alone from morning until evening will usually bark, and neighbours complain about that very quickly.
